GENERAL AGRICULTURE RULES AND REGULATIONS

RULE 1: INTERRUPTION/VIOLATION OF RULES
This Fair reserves to its Executive Committee the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences in regard thereto, or otherwise arising out of or connected with or incident to the Exposition and the right to amend or add to these rules as its judgment may determine. Any exhibitor who violates any of the following rules will forfeit all privileges and premiums as the Executive Committee may order.

RULE 2: APPLICATION FOR ENTRY
All applications for entries must be made on printed forms, and in accordance with instruction on same, giving class number, age, record number and all other necessary information. These forms, after being signed by the exhibitor, are to be filed in the Fair Office. In all cases the right is reserved to reject entirely or accept conditionally any application for entry. See special rules.

RULE 3: TIME OF ENTRIES
See schedule.

RULE 4: ERRONEOUS ENTRIES
Exhibits that have been erroneously entered may be transferred to their proper class, previous to judging, upon application to the Superintendent, who will determine the matter upon its merits. If such classes have been judged, however, they shall not be reopened.

RULE 5: ARRIVAL OF ANIMALS
All articles and animals for exhibition must be in place with all rubbish and waste cleared away as indicated in Special Rules.

RULE 6: RELEASE OF ANIMALS
No animal or exhibit may be moved from the grounds without a special order given by the Superintendent. All animals will be required to have a release by the Superintendent to leave the grounds.

RULE 7: SHOWING FOR ADJUDICATION
All exhibitors must bring into the arena for adjudication any animal or animals properly entered in any show class and passed upon by the Sifting Committees eligible for competition, unless the reason for their non-appearance in the ring is acceptable to the Superintendent in charge.

RULE 8: OBJECTIONABLE EXHIBITS
The management reserves the right to remove from the grounds any exhibit, animal, stand or show that may be falsely entered or may be deemed unsuitable or objectionable without assigning a reason thereto, and if necessary, to return any money already paid for space or stalls which shall exonerate them from any claim whatsoever on the part of the exhibitor or purchaser.

RULE 9: PROTEST
All protests must be in writing and accompanied by a deposit of $100.00, which will be forfeited if protest is not sustained. Such protest must state plainly the cause of complaint, or appeal, and must be delivered to the Department General Chairman before the judging has started. (See rule # 20 of General Rules and Regulations.)

RULE 10: ACCEPTING ENTRIES
In all cases the management reserves the right to reject or accept any entry conditionally, and does not guarantee space in the show barns to any entry, as it is intended that only such animals shall be entered and shown as to have merit, and will be a credit to both the exhibitor and this Fair.

RULE 11: SELECTION OF JUDGES
The single judge system is the policy of this Fair and in every case the judge is selected with the utmost care.

RULE 12: ALTERATION OR REMOVAL OF IDENTIFICATION TAGS
The removing or altering of identification tags or marks used by Fair officials to distinguish between entries are prohibited.

RULE 13: “FOR SALE SIGNS”
Display of “For Sale” signs by project exhibitors is prohibited.

RULE 14: ELIGIBILITY/SUBSTITUTION
All entries in the Harris County Fair must be exhibited and sold by the owners.
If an exhibitor is scholastically ineligible to participate, as determined by the exhibitor’s school, that exhibitor and their project are not eligible to participate in events at the Harris County Fair.
Substitute: A substitute exhibitor may be used, at the sole discretion of the division superintendent, under the following conditions:
A. When an exhibitor has more than one entry in the youth show and cannot be present to exhibit their project, or
B. When an exhibitor is participating in a UIL event as a representative of their school, as certified by a letter from the principal. or
C. When an exhibitor is sick or injured (must be accompanied by a signed statement from a medical doctor).
When one of the above conditions exists, the division superintendent may use his own discretion as to whether a substitute exhibitor will be allowed. If a positive decision is rendered, the substitute must be from the same county club or chapter as the original exhibitor if such a member is present. The substitute must also meet all requirements as other exhibitors. An exhibitor may be used as a substitute only one time per Division. The Division Superintendent may require documentation in any of the above circumstances (A or B) and may also require positive identification of the substitute.

RULE 15: – ELECTRONIC DEVICES No Electronic Devices (cell phones & pagers) allowed in the show arena.
